Nav 4.03 ADCS Install fail

I have a customer that is only liscened up to Nav 4.03... I have to use an older unused server running Windows 7 professional SP1. I have a Nav 4.03 disk BL=25143(the magic number minimum for windows 7 under Nav 4.03). Other than it whining about company notes and compatabilty warnings.. every installed fine.. Client, communication components, NAS etc etc.. EXCEPT for ADCS.. The MSI crashes on install.. Any ideas on why? Without ADCS I am stuck like Chuck..
