I am also stuck with same but as per Microsoft blog this should work if the Service Tier is exposed on public IP. I cannot do it here but give it a try with following link and do update this article -
I should be more clear. Using the initial release of NAV 2015, you can connect to web services using Power BI Desktop. However, if yoiu publish to the Power BI website and try to schedule a refresh the credentials will not authenticate for some reason. This is not a security configuration problem (or it doesn't seem to be) becuase Power BI Desktop can connect to the web services from outside our corporate network.

NAV 2009 and Later should support Power BI.
