Free Report Designer version of Visual Studio version for NAV2015?

Does anyone know if there is a free download for the Visual Studio Report Designer for NAV2015? Or is a full (costly) VS required?

Microsoft Report Viewer 2014 to run reports that use RDLC report layouts.

Microsoft Visual Studio or SQL Server Report Builder for creating and editing RDLC report layouts. The following versions and editions are supported:

Microsoft Visual Studio 2012 Professional, Premium, or Ultimate edition.

Microsoft Visual Studio 2013 Professional, Premium, or Ultimate edition.

The Community Edition of Visual Studio is free for qualifying persons/organisations. You can download it and read the license.
