Permssion on Codeunit Application Management - Execute

I have transfer a Navision 2015 database from my computer to a server and it doesn't let me get in.
I have the error "You do not have the following permissions on CodeUnit ApplicationManagement: Execute"

I have enter through management studio and delete the records from
user table
access control table
but I still have the error.
Can you please help me on this?

did you try restarting the service?
Please check the license also

Yes, I have restart the service , and I have development license as well.
