Loging Page taking 25 Seconds

Dear All
We implemented NAV 2013 R2 Web Client for our Client in Indonesia. Server is placed in Singapore and everything is running well except:
When User Log in for the 1st Time it is taking around 25 Seconds. On 2nd time login it is fine but can you please help me to understand how to reduce the Login time OR what all parameters I need to consider while doing the same.
