Reordering Policy: Maximum Qty

Hi Folks,
Using the Stockkeeping Units, is there any opportunity to reorder just one piece of an item-variant? I'm using NAV 2013 RTC.

I'm trying hard to set up a SKU with following settings:

Reorder Policy: Maximum Qty
Reorder Point: 0
Maximum Inventory: 1
Replenishment System: Transfer

but the Req. Worksheet (291) does not come up with any suggestions. I browsed through the code handling this planing issues and found out, that SKU's having a reorder point or a safty stock quantity of 0 are not planed. Furthermore I found out, that "reorder point" and "Maximum Inventory" shall not be equal. So I got prompted with an error doing this.

I also tried using

Reorder Policy: Fixed Reorder Qty.
Reorder Point: 1
Reorder Quantity: 1

but I ended up with having a suggested line with quantity 2 (what makes sense).

So, I'm asking if there is any possibility to reorder/transfer just 1 piece of an item/variant using the SKU's and the NAV replenishment system.
