ADCS/VT100 Plugin Slow Performance

I am upgrading our server that is running the NAS ADCS service with the VT100

plugin from Windows 2003 32-bit to 2012R2 64-bit. We are running Navision 2009

R2. Everything seems to be working, but the handheld scanners that we use for

inventory and receiving are slower than they were when the ADCS and VT100

plugin were on the old 2003 server. We are using Intermec scanners with the

ITE terminal emulator. The scans go through, just much slower on the handheld

scanners. It seems to read/write to the NAV DB just fine, but the data is

slower to/from the handhelds. I've tried running the new server on a VM and on

physical hardware, and I've also tried several different suggestions on

network settings but none of this seems to make any difference. Does anyone

have any ideas could be causing this problem? Thank you for your input!
