NAV2015 error The identifier SummarizePerVend could not be

I am getting the error: NAV2015 error The identifier SummarizePerVend could not be found when running suggest vendor payments.
The variable is defined and both the payment page 256 and the report page are compiled and I have built server application objects.
When I run it through the debugger, it runs through the initialization routines, then bombs in the executable (not the application code) before it runs the request page.

I am only getting this error in the NL version CU9 - works fine in every other NAV 2015 database I have used.

Any suggestions or recommendations?
