Payroll - Sick Days & Vacation Days

I am implementing payroll for my customer and have a problem in regards to the sick days (payroll control code BAL SICK). All employees of my customer have 3 sick days (or 28 hours) during the year that do not need to be accrued. I used the EOY report to give everybody the 28 hours, but when I test that an employee takes sick days (payroll control code HOUR SICK) these "used" hours are not deducted from the BAL SICK payroll control code. Can anybody help?
