Dynamics NAV Development license for customers on Azure

Hi, Could someone confirm that's not possible to purchase a development license for a customer when this one is using NAV ON AZURE in Office 365 ???

What do you mean by "purchase a development license for a customer"? Customers do not purchase "Developer Licenses". They simply have the appropriate granules added to their license. AFAIK the environment in which a customer's NAV database is hosted should have no impact on what granules they can purchase.
