How to handel french language while exporting in CSV format

Hi,
I am exporting a NAV 2013 report into CSV format in French language, I am using a FILE variable to create file and OutStream variable to write. When I export the report in CSV format in French language some special character in French replace with comma or with null value.
Guys please help me out with this problem.

This may or may not help but I have always found the csv (MSDOS) format to be better re languages and characters than csv (comma separated).
Hope this helps.
