Stock Transfer Location to Location with Excise

Dear All,

Can transfer order be made with Excise invoice. In the below case Excise able material is moved from Location A to Location B with excise of rs 10 , Location B is further making sale with Price of 160 with excise of 30. Excise effect of stock transfer should get Knock off against Onward sale from location B .

Excise payable to government shall be Rs 20.

Can this functionality be achieved through Drop Shipment ,if Excise Invoice is not generated through stock transfer.
