Depending on the version you are using, PowerShell can do this:

I have written some PowerShell import functions which you can use from NAV 2013 upwards.
Description is in German but the coding is in English
.
Basic import functions:
http://www.msdynamics.de/viewtopic.php?f=17&t=25536
Batch importing of a single object package in the import folders to all databases which exist as file names in the index folders for the corresponding database version:
http://www.msdynamics.de/viewtopic.php?f=17&t=25538
Extraction of the database names as file names for the index folders:
http://www.msdynamics.de/viewtopic.php?f=17&t=25721
Batch compiling, using the index folders:
http://www.msdynamics.de/viewtopic.php?f=17&t=25522
