NAV2013R2 and NAV2009R2 on the same server

Hello all,
We need to work on multiple versions so I`ve installed NAV2013R2 on the server after that also installed 2009R2 on this server. Created new databases for NAV2013R2 and NAV2009R2. They`re working fine on the server. /RTC and classic client/. But others cannot access into it by Development environment and NAV2009R2/Classic and RTC/. Other users can access into it by RTC in NAV2013R2 version. Why did other users can not access?
Server: Windows 2008 R2 enterprise, with domain controller.
Other users account have domain.
