Customer Price-Navision 2013R2 Upgrade

I am having an issue with Navision (2013R2) not using the Customer Price for an item when there is also an associated Customer Price Group for that customer. Before upgrading Navision from 2009R2 to 2013R2 this was not a problem. The client wants the Customer Price to take precedence over the Customer Price Group and they said it did just that previously. I was told that Navision is supposed to do the above request natively. My question is what would cause it to ignore the Customer Price (i.e. specific situations or some sort of setup missing)? I also wanted to verify that Navision is supposed to do this natively? All help is appreciated.
