Does NAV 2015 Web and Tab Client Internet Dependent?

Hi All,
Recently I and my team were struggling to make the Tab and web client to works on our NAV 2015 installation. We figure out that web client and tab client on browser won't works without internet connection, at least you must connect to the internet to work with web client and/or tab client on browser for the first time of use. The browser must preserved the cache to be used with web client and/or tab client on browser without internet for the next uses.
On the other hand, my Dynamics NAV App on Windows 8.1, won't work without internet connection.
My NAV Server is on Windows 2012 R2, NAV: NAV 2015 Cumulative Update 3, Client OS: Windows 8.1. I use self-signed certificate to connect to the server which it seems to be available since CU2.
Is this behavior works as it is intended? Is there any workaround for any NAV Clients which connect to the NAV Server without any internet connection support?

Anyway, I think there is no point using these clients without internet connection (at least on production environment), that's why Microsoft doesn't include these resources in the installer. Otherwise, sometimes we need to be able to present these clients options in our pre-sales, which the internet connections is not always available. In that case those links above should do the tricks.
