Page Action ribbon does not display

This is NAV 2013 R2 (Build 37799)

I am working with a Page 5768 "Warehouse Receipt". When I preview it in the designer, the Action ribbon displays as expected. However it does not display when I run it from the RTC. It does display for another user, so I thought it as a personalization issue. But still have the same results after deleting personalization data. Also noticed that if I go into "Customize Ribbon" the Action section isn't even available.

A similar Page (7355 Warehouse Shipment) is working as expected.

Any thoughts on what I am overlooking here?

Problem solved. I'd overlooked Profile Metadata.

Yes, just the record for the problem page and my profile.
