change default icon size in ribbon

Hi NAV Gurus!

I am upgrading our solution to NAV 2013 R2 and want to have control whether icons in the ribbon are shown big or small by default.
In NAV 2009 R2 it was possible to set the promoted property whether to be shown as big or not.

In NAV 2013R2 this also works with promoted icons in the Home-Tab but does not work with the "normal" (not promoted) icons which are shown in actions or reports tab.
It seems to me the system decides itself concerning how much space it got on screen.

Anybody got an idea how to solve this?
