Configuration Packages Record Limit

Is there a record limit in Nav 2013R2 configuration packages? I am trying to load an item file that is 100,805 records and it is giving me a message that says THE FILE THAT YOU ARE TRYING TO USE IS TOO LARGE.

On the servicetier-properties there's a MaxFileSize (something like that) you can raise.
Stop the service and change the property. Than restart the service.

We have this set to 60mb and the service tier has been restarted yet we continue to get this error.
The file is only 15,770 kb and has 100K records.
I have tried this in two separate dbs and am getting the same result. Any other suggestions?0 -
This customer is only on CU6, perhaps moving them up to CU12 would make a difference?0

I would raise the max file size again to 250 MB or more to be sure.
I noticed too the file that NAV exported was not as much as the size in the properties, but still it did not work for me then. So I raised it.
