Permission issue with Table Data, Object ID = 0, Read = Yes

Hoping someone can help with this curious permission issue on NAV 2013R2

Scenario:
User 1 – Has, amongst others, a Permission Set with permission Table Data, Object ID = 0, Read Permission = Yes (i.e. read permission for all Table Data within the licenced range).

User 2 – Uses the Application Worksheet to Unapply and ReApply Item Ledger Entries. This creates an entry (the first entry as this is the first time the company has used the functionality – might be a key fact?) in the Item Application Entry History table (Table 343).

User 1 – Now gets an error “You do not have the following permissions on Table Data Item Application Entry History: Read”

The question is why? We thought the above permission should mean that the user has Read permissions to all Table Data within the licenced range? Table 343 (Item Application Entry History) is within the licence range so we are puzzled as to why this permission error is occurring? If we add the specific permission, i.e. Table Data, Object ID 343, Read Permission = Yes then permission issue was resolved.
