This answer is correct, the provided links are non-related and misleading, though.

Microsoft Dynamics NAV 5.0 SP1 SDK referes to ComCom (Communication Components) and C/FRONT (A library to access NAV data from external components).
It's what is contained in the devkit folder of the NAV installation CD/DVD. It can be installed direktly from master setup, though I don't remember what the options are called there. With now knowing what it is, and where to look for it, I believe you will manage just fine to install.
