Where to download Visual Studio for NAV2009 R2

Hi,
I need to install NAV2009R2 for an upgrade work. I have installed and got all components of NAV2009R2 working, and the problem now is to get a working Visual Studio for NAV2009r2 report layout design.
As documented by Microsoft, the latest Visual Studio version that supports NAV2009R2 is Visual Studio 2008. But this version is no longer downloadable from the Microsoft website. Does anyone know if Visual Studio 2013 Express works with NAV2009R2?
