Change to German language during startup

Normally, if no ZUP-File is found, Navision 3.70 starts with the english Language selected and the client has to change this in TOOLS-LANGUAGE.
Is there a way to set this using a parameter like: "fin.exe lang=german"

You can setup application language in Codeunit 1 - but you must have permissions to be able to do that. Ask your MBS partner for that (If you want to have primary language other than now)
