US Fixed Amount Taxation

Is there a way to capture a fixed tax amount from the N.A. Sales Tax module, instead of a percentage. Certain US tax jurisdictions are applying fixed tax amount per item sold. Example would be bottled water, where some areas charge $0.05 per bottle sold in addition to regular sales tax percentage.

If this is not possible, what are the viable options? The reporting of this tax amount must be including with the sales tax reporting for the jurisdiction.
