How to create a new empty database in NAV 2013 R2 and a new company?

I created a new database from Developer Environment but it doesn't contain all objects (only tables 2000000004..2000000130). There is no option to create a new company from Developer Env. I tried to use the "New-NAVCompany" powershell cmdlet but it fails with error "Object of type Codeunit with id 1 could not be found".

The objects is data in the database. So when you make a new database there aren’t any objects except for a few system tables.
You have to import the set of objects you want in the database. Export all objects from a database with the functionality you want in your new database and import it in the new database.
When the objetcs are imported you can create a company using the New-NavCompany cmdlet
