NAVISION Customer License & Object permission (by default)

Dear Sir,
While working with a client I have astonished to see that in the customer License there is no xmlport execution permission and even only 15 Codeunit are granted.
AFAIK that 100 xmlport & 100 codeunit are permitted by default at the time of license purchase.
Kindly share your valuable knowledge about nav licensing.
Note :
Customer migrated their old database(4.0 SP3) into NAV 2009 R2 in the year of 2013.

Your partner must assign the numbers of the codeunits and xmlports that can be used.
Maybe they have reasons to only assign 15?

Can you explain yourself better?
Have you contacted your partner if he only assigned 15 objects?

Obviously We'll aske the Partner about the same.
But I just want to know about the custom object area which MS provides in any end user license.Now or Never0 -
This all depends on the designer granules the customer has purchased. For example, they only get the 100 codeunits if they have purchased the Application Designer.There are no bugs - only undocumented features.0
