Routing: Output only if previous step is compleated.

Hi Guys,
Do you know if it is possible to set up routing steps so that you can only complete a step if the previous is also completed? For example, you can only post Output Quantity=4 on a routing step if the previous step has registered Output Quantity=4 or more.
