The installation-rollback is because of the way that Navision is installed on your terminal server. There's a trick to this, I'm sure you can find it if you search the forum for 'terminal server'.
Other than that, you can use newer version of the software with older version of the database, as long as you know what issues may arise. There is a datatype called 'variant' that was introduced at some point, and that caused problems in the code where we had variables called 'variant', so we had to change the code before moving the database to a newer version.
So install the new version on a test machine, open the old database with it and test the crap out of it . Also, re-compile all objects before you start using the database.
