Cost Allocations across companies in different databases

Hi, any ideers on how to approcaach this task: A customer wants to make Cost Allocations across different companies in different databases. The allocation is done on all posted costs e.g. at year end.

It must be possible to adjust and change the allocation using an adjustable allocation key, before the final allocation is done. I am thinking about reusing some of the existing Costing Accounting functionality combined with Intercompany functionality?

Any suggestions will be greatly appreciated!!
