NAV Connector for CRM, the synchronization uses a NAV lic.?

Hi all,
our customer with CRM 2013 R2 has problems with NAV licenses. In particular, he has 3 user available. Sometimes, even if the users linked to NAV are only 2, they haven't the permission to open NAV with another user.
Checking in SQL "Active Session" table, it seems there are already 3 users connected. One of them can be the user used for the synchronization between NAV 2013 R2 and CRM 2013? So we need a dedicated license for "connector user"?
