Purchase Credit Memo / Bin empty.

Hi All,
Does anyone have an idea about how to do a Purchase Credit Memo against a location that uses bins, where the bin content is zero? I guess the problem is, that when I do a Purchase Credit Memo, the stock goes below zero, but as this is not allowed, I get an error message:
"Quantity (Base) is not sufficient to complete this action. The quantity in the bin is 0. 15 is not available in bin content...bla bla bla"
So, how would I do a credit memo, if the finance department needs to correct the prices on the invoice?
