This is quite common when a customer is on the Enhancement program (or whatever it's called now) and the license is refreshed due to changes. The license will be released for the current NAV version but be usable with the older version. The client just has not updated NAV.
NAV 2009 was the last version where this could be done. A NAV 2013 customer license is not backward compatible with prior versions. It's yet to be seen if future NAV version licenses will work with 2013.
