Limit number of sessions (SESSIONS=)

Hi all
The guide for starting a NAV server (2009SP1) states that when use SESSIONS=10 then number of sessions is limited to 10 no matter what the license says.
It does not seem to work properly, I can still start clients up to maximum in license-file.
Anyone know about this - and especially how to make a work-around
