Userpermissionset to match Role Small Company (ID 9022)

Hi,
I am trying to find out which User Permission Set matches up with the role Small Company / Lille virksomhed (Danish) - RolecenterId 9022.
I want to apply as few permission sets as possible to match functionality of the Small Company (C5 2014) role.
I do not want the users to be able to add/edit users, so permission set Super is out of the question.
Because of license limitations in the C5 2014 license I can not make a new permission set.
Any good ideas?
