NAV 2013 Capacity upgrade

In upgrading to NAV 2013 we have found that the Capacity is now being calculated in MILLISECONDS, and the values in Production Orders and Routing Lines are recalculated in the upgrade process based on the "Type" field in the Capacity Unit of Measure using the TimeFactor function in Codeunit 99000755. Does anyone know if there is any documentation on the extent and purpose of this change in the Manufacturing process?
