Control Menu item on Department??????

Hi.
our client want to see the menu that were assigned per user permission or whatever on the Departments part.
for example, user A was assigned a permission including only Sales & Marketing Module.
if user A go into the Departments, Sales & Marketing Module is only showed up.
is it possible??
