a supported version of visual studio could not be found

Hi all,
i have this error when trying to develop a report layout. i have tried all the posts that i could found.
i have installed visual studio web divelopment with the extra pacakage like Claus posted.
But no succes.
i am developing with Nav 2009 sp2. My computer is windows 8.1.
is there any one with some good suggestions?

Have you installed NAV after the VS or before the VS?

but that diddnt work.
then i installed vs 2010 web edition expres with the powershell.
but that dont work either.
i reinstalled dynamics nav. but still no succes.
what is a solution for nav 2009 R2 on windows 8.1?
