Can we directly up grade the NAV 5 reports to NAV 2013 R2.

No you can't. There are lots of posts on mibuso on reports in NAV 2013.
Best is to start all over with designing reports.

You can do it, First import the report in 2009 r2. And create the Layout for the report. Check its working in 2009 r2. Then import into 2013. In the Tool>>Upgrade Reports.
