Req. Worksheet versus In-Transit

One of our customers has an issue with their Req. worksheet. After running the 'Calculate Plan' option and posting Req. Worksheet lines for transferring Inventory between locations (and Transfers are created) it will re-create the same lines after a new 'Calculate Plan' run. It looks like inventory in-transit is not taking in consideration.
Any ideas? Or is this a bug? NAV version is: 4.1
