NAV2013 Role Home Item Actions not able to disable

I noticed that on a Role Page, actions in ActionContainer 'HomeItems' cannot be disabled or made invisible using the property settings as a default setting).
Is there a workaround (other then to delete the actions from the page, which I actually don't want) ?

I've tried to hide them too, but I didn't succeed. Have tried it in NAV 2013 R2.
