Avoiding negative stock at locations

I am hoping someone can help.
My client is using Nav 2013 (not R2) and needs stock locations but does not need bins. The Solution Centre they have has recommended using bins to ensure no location has negative stock. Is this the best solution within standard Nav?

as long as you don't want to change CU22, it probably is. The change to disallow any negative stock is small, though. Using bins brings more complexity (and warehouse entries), so... I would recommend to do the code change.
