When I try to open USERS List from RTC I get this error in Nav 2013 R2 -- " the trust relationship between this workstation and the primary domain failed "

Thanks for your reply, I only re-join to the domain and problem is resolved.

The error itself says that - You are currently not a part of the domain.
If you are working outside the domain, i would suggest to get connected to domain for adding users into the database via VPN.
