Timesheet for 10 users but 1 user does the administration

Do you know an ebook or more info about 2013 Timesheets? The documentation I have found is not clear about the following:

1.
If a customer has 10 resources and want to use a timesheet per resource then you need to link a NAV user to a resource. But you can't reuse (link) that NAV user to a second resource...
So how to type in the timesheet for 5 out-of-office users?

2.
Can 1 person in the organization type in the timesheet, printout the timesheet for a signature from the resource, and approve.
