NAV2013 - can't create additional service-layer

Hello everyone,

we currently have about 42 service-layers on our NAV 2013 Service-Tier.
I want to create a new service-layer, but the problem is the following notification i get after clicking OK.

and no service-layer is created.

The NAV Administration Shell says the following:

Could somebody please help me out?

    Hi,

    In my opinion I would use "Microsoft Dynamics NAV 2013 Administration" tool, as it much easier.

    As second thing I would check whether the folder
    C:\Program Files\Microsoft Dynamics NAV\70\Service
    exist on the machine, as these executables are used per default when new instance is created.
    Additionally I would also check the folder
    C:\Program Files\Microsoft Dynamics NAV\70\Service\Instances
    as in this folder the configuration files for all 42 instances should be present.
