NAV 2013 menusuite shifting entries problem

I have a problem at a NAV 2013 site with menu additions. In certain areas, when I add an entry, it moves the submenus to different places in the menu.
For example, I added a new aged payable report under the existing one. Almost all of the payable reports then moved to a different area under periodic activities --> payables.
Since this has happened before, I had saved the menusuite and restored it, and can make it happen again for this addition.

Is this something fixable? They have the original MBS and Region menusuite that shipped with NAV 2013.
