Job queue Stops when NAV service restarts

Hello,
The problem is that if the NAV service restarts accidentally, that will stop my job queue wich could be a big problem, so im looking for a solution to avoid that. I tried to start the Job queue automatically with NAS, but the problem is that NAS waste one license, so, you know if there is any way to solve this without using NAS?

    NAS has his own licence. It won't waste any of your user licences.
