Add a new Tab to the Ribbon

Hallo,
on the Ribbon there are four Tabs (Start,Aktion,Navigate and Reports).
Is it possible to add a new Tab.

Yes, you can add new tab on ribbon using "customize Ribbon" Option on Page.

But I want it for all user for same pages. And in this ribbon I want add own Action Items.
