NAV 2013 licence and concurrent sessions

Hi everyone,
This issue has me stumped and I'm hoping someone here has any suggestions:
We're running NAV 2013 and our licence has 30 concurrent seats and the licence is imported into the database.
We sometimes hit the licence limit, but when I go to check the sessions there are 15 unique, concurrent sessions at most.
The SQL server also hosts a test database (to which a different service tier is pointing to), that also has the same licence imported to it.
Has anyone ever come across this before ?
