NAV 2013 Administration tool on Windows Server 2012R2

Hi All,
I have a new installed server 2012R2 for the service tier off NAV2013.
Now every time I want to open the administration tool to create a new service tier the MMC crashes with exception type System.NullReferenceException
That same server has also the NAV2013R2 service tier and that MMC works without a problem.
I have the same setup on a server 2008R2 and there both work fine.
Is this an incompatibility with server 2012R2?
