VAT(Local Sales Tax) & Load on Inventory

Dear Sir,

VAT amount is not recoverable in a certain case* and therefore I want it should be loaded on Inventory.

Item COAL is a vatable Raw Material.
VAT INPUT is applicable / possible when We'r procuring the same to use in Production otherwise VAT Amount should load on Inventory.

How is it possible in NAV 2013 R2 IN ?
